Michael McCartney

Michael McCartney, CFCE, CEECS, is a Special Investigator with the New York State Attorney General's Office Criminal Prosecutions Bureau - Organized Crime Task Force. Mike is currently responsible for all high technology crime investigations for the Attorney General's Office including child pornography, financial fraud, securities fraud, harassment, intrusions, narcotics and other Internet related offenses. From March 1996 until December 1999 Mike was the co-case agent responsible for the NYSAG investigation of Internet child pornography known as Operation Rip-Cord. The investigation resulted in the execution of over 300 search warrants worldwide, with approximately 200 search warrants executed throughout the State of New York. In October of 1998, Mike led an International Internet Child porn investigation into a group of organized pedophiles known as PEDO University. Operation Sabbatical as it became known resulted in the simultaneous execution of 21 search warrants in 14 States and 4 countries.

Mike is responsible for all three computer forensic labs for the NYSAG, including the Policies and Procedures and Standard Operating Procedures as well as all hardware and software requirements. In addition, Mike currently sits on a supervisory an oversight committee for the first NYS established Regional Computer Forensic Lab (RCFL) operating in the seventeen (17) counties of western New York. Mike is also a member of the planning panel committee for the National Institute of Standards and Technology (NIST) Office of Law Enforcement Standards (OLES) in Washington DC to help author publications and develop national guidelines for various elements of the computer forensic discipline.
